Are these certificates suitable for compliance records?
As a record of completion, yes. What they can't do is let a third party independently verify authenticity, which auditors increasingly ask for. That needs a verification URL from a paid account.
Can I set an expiry date?
Write it into the body text, for example 'Valid until 8 February 2029'. There's no structured expiry field or renewal reminder in the free tool.
Can this connect to our LMS?

How do we do a 400-person annual refresher?
